EU Urges Citizens to Prepare for First Three Days of Emergencies
Presented by Commissioner for Equality, Preparedness and Crisis Management Hadja Lahbib, the guidelines aim to provide individuals and communities with the practical knowledge and resources needed to protect themselves and others when emergencies occur.
A central recommendation is for people to be capable of meeting their basic needs without outside assistance during the first three days of a crisis.
To support this goal, the commission advises households to assemble emergency supply kits and ready-to-go bags containing essential items for use immediately after a disaster.
The guidelines also highlight the importance of education, encouraging EU member states to incorporate emergency preparedness lessons into early childhood and primary school programs.
In addition, the commission announced plans to introduce an annual EU Preparedness Day, with the inaugural event set to take place in October 2027.
The recommendations are part of the EU Preparedness Union Strategy, adopted in March 2025, which seeks to improve Europe's capacity to anticipate, prevent and manage crises and emerging threats.
