EU Finalizes Rules to End Russian Gas Imports
According to a statement from the Council of the EU, the legislation introduces strict oversight mechanisms, supply-source diversification requirements, and sanctions for any breaches of the rules.
Based on the new framework, deliveries of Russian gas will be progressively restricted beginning six weeks after the legislation takes effect. Current agreements may continue for a limited transition phase in order to reduce market instability and avoid sudden price surges.
A comprehensive prohibition on LNG imports is scheduled to take effect at the start of 2027, while imports via pipelines will be halted from autumn of the same year.
EU member states will be obligated to confirm the origin of gas before permitting its entry into the bloc. In addition, companies must inform both national regulators and the European Commission about any remaining agreements connected to Russian gas supplies.
By March 1, 2026, each member state must submit a national strategy detailing plans to diversify gas sources and manage potential risks associated with replacing Russian imports. Countries that continue to import Russian oil will also be required to develop diversification plans.
The regulation establishes severe sanctions for violations, including fines starting at €2.5 million (nearly $3 million) for individuals and €40 million ($47.5 million) for companies, or penalties reaching up to 3.5% of a company’s worldwide annual revenue.
